The Rush Homes Supportive Housing
Program provides housing along with supportive services to people
with disabilities who are experiencing homelessness in Central
Virginia. We have 5 units in this program including: one duplex
in the City of Lynchburg, one duplex in Amherst, and a single
family home in Lynchburg. Three of these units are wheelchair
accessible.
Rush Homes provides services necessary for
eligible clients to achieve self-sufficiency. These services include
case management, education, employment assistance, child care,
transportation, mental health treatment, and other health care.
Our Case Manager, Michelle Khajavi, works with clients to develop
life plans and goals and seek or maintain necessary health care
and services. Rush Homes’ staff will monitor client progress
with identified goals and coordinate additional services as needed
or recommended by clients’ health caregivers. Currently,
all five units are occupied, however, we will fill vacancies as
they occur, and maintain a waiting list for available units.
A person must be homeless, according
to the HUD definition, in order to receive assistance under the
Supportive Housing Program.
HUD considers a person homeless only when he/she
resides in one of the following places: (1) In places not meant
for human habitation (cars, parks, sidewalks), (2) In an emergency
shelter, (3) In transitional or supportive housing for homeless
persons who originally came from the streets or emergency shelters,
(4) In any of the above places but is spending a short time (up
to 30 consecutive days) in a hospital or other institution, (5)
Is being evicted within a week from a private dwelling unit and
no subsequent residence has been identified and the person lacks
the resources and support networks needed to obtain housing, (6)
Is being discharged within a week from an institution, such as
a mental health facility, in which the person has been a resident
for more than 30 consecutive days and no subsequent residence
has been identified and the person lacks the resources and support
networks needed to obtain housing, (7) Is fleeing a domestic violence
housing situation and no subsequent residence has been identified
and the person lacks the resources and support networks needed
to obtain housing. Rush Homes will use HUD guidelines to establish
proof of homelessness, which is a requirement.
In addition to being homeless, the person must
also have a disability to be eligible for the Rush Homes Supportive
Housing Program. The person must provide written verification
from a qualified source that he/she has a disability. That disability
must meet HUD criteria.
The third eligibility requirement
is for the person to meet HUD income standards. The person must
be considered low-income by HUD standards.
The final eligibility requirement is for
the person to pass a criminal background check, drug test, and
show readiness for permanent housing. Rush Homes reserves the
right to determine program readiness.
